Luo Qingming, born in 1966 in Hubei, is a professor, supervisor for doctors and member of Chinese Communist Party. He was entitiled as the professor-in-residence of "Changjiang Scholar Encouraging Plan" of Ministry of Education of China in 1999, won National Outstanding Youth Science Fund in 2000, and was chosen as SPIE Fellow in 2007.

- From 1986 to 1993, student at Department of Optoelectronics Engineering of HUST, and received his master's degree of science in optics, and his doctoral degree of technology in physical electronics and optoelectronics.
- From 1993 to 1999, teacher, associate professor, and professor at Department of Optoelectronics Engineering of HUST (From 1995 to 1997, post-doctoral vice researcher at Department of Biochemistry and Biophysics of Pennsylvanian University)
- In Feb. 1997, set up Biomedical Optics Research Center
- From Aug. 2000, head of Key Biomedical Optics laboratory of Ministry of Education
- From 1999 to 2007, vice president and president of School of Life Science and Technology (from 1999 to 2004, also the dean of Department of Biomedical Engineering)

Luo Qingming has been dedicated on the research on Biomedical Optics, an interdisciplinary research field of Informative Optoelectronics and Biomedicine. He used to be a member of nanobiology and medicine group, experts committee of 863 biological information technology management and special important nanotechnology items of Ministry of Technology of China. He is now the head of professional council of bio-optics and laser medicine of national optics academic association, member of publishing committee of SPIE, and the editors of international periodicals, as follows, Journal of Biomedical Optics, Experimental Biology and Medicine, Current Analytical Chemistry.
He has published over 100 papersin important academic periodicals, obtained over 10 patents both at home and abroad, revised 6 theses collections of international conferences, been invited to deliver speeches for over 10 times at international conferences, and has been the president of international conferences for 8 times and the executive president of Xiangshan Science Conference twice. He won the first prize of Technology Progress in Hubei, China Youth Technology Prize, National Excellent Education Worker, National Excellent Technology Worker, Technological and Innovative Talent Prize of Oversea Chinese Association, Young Teacher at Huo Yingdong Higher Educational College Prize, Hubei Prominent Contributing Young Expert, and Hubei Young May. 4th Medal, and Wuhan Outstanding Technological Young Entrepreneur Prize, etc, receiving a special subsidy from central government.
