This seminar, after the successful co-held 1st International Emergency Management Seminar in 2006, is an international event on emergency management in 2007, providing an opportunity for professionals in related fields both at home and abroad to exchange ideas. The discussions cover emergency management theories, model and methods on natural disasters, accidents, public health, social security, advanced technological means of the information, logistic, and monitoring in emergency response, as well as enterprises' practices of emergency management. Participants of the seminar are officials and people in charge of technology from Emergency Office of State Council, National Ministry of Technology , Supervision Bureau of National Assets, Ministry of Education, Fire- fighting Office of Beijing Public Security Bureau, First Aid Division of National Earthquake Bureau, and Navy Headquarters and so on, as well as more than 100 experts on emergency management, scholars from University of North Carolina, Microsoft, and Tsinghua University, and research fellows, governmental officials and management staff in enterprises in emergency management and pubic security fields.

Based on his achievements in projects of National Natural Science Funds , National Soft Science and Emergency Office of State Council, She Lian, professor of college of public administration, HUST, whose topic is Government's Prewarning Management Pattern of Emergent Public Events, has probed into the five contradictions emergency management of major public security events is facing now, and reached the conclusion that the prewarning pattern of "Spending Little Money in Preventing instead of Pouring Much Money in Curing" is the best pattern that our country 's management of major emergencies should established currently. Media, such as Xinhua Agency and Technology Daily Press, etc. have undertaken correlated reports.

This seminar is a grand pageant that exhibits the research and applied achievements in emergency management, impels to carry domestic emergency management theories and technologies into practice, and contributes to the harmonious development of economy and society.
